Under general supervision, the Grants Administrator is responsible for identifying grant opportunities, applying for grant funds, assisting in the management of approved grants and special programs, interacting with public and private funders to ensure compliance with program rules and regulations, and developing and overseeing community engagement activities.

An associate degree from an accredited college or university with major course work in public or business administration, grants management or related field and one (1) year recent documented work experience in grants administration; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid Ohio driver's license and maintain insurability under the County's vehicle insurance policy.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance ESSENTIAL FUNCTIONS OF THE POSITION:
For purposes of 42 USC 12101:
30% (1) Researches and identifies funding resources including CDBG, HUD & CHIP grants; monitors federal, state, and private grant opportunities; investigates, researches and analyzes legislation relating to federal, state and local grant programs; obtains access to new legislation relating to current and future programs; assists in preparing grant applications and proposals for submittal including writing, reviewing, and editing grant applications and proposals; interacts with federal, state, and local agencies to ensure that grant projects comply with program guidelines for expenditure, funding, and accountability; coordinates site monitoring visits with funding agencies; coordinates with engineers and contractors to ensure timely completion of grants and loans projects; maintains accurate records of all grant and loan projects activities; prepares monthly reports on funded and non-funded project status; maintains and verifies payment records and reviews invoices and records receipts; oversees and assists in grants project budgeting and accounting, and participates in monitoring/audit process.
20% (2) Coordinates and participates in County and other governmental meetings related to grant needs and applications; works closely with County department heads to determine programs which could be funded through grants; assists in the planning, organization and implementation of community development programs and projects; performs studies and analysis as requested; assist in community engagement activities, recruit volunteers, organizations, and businesses for various community engagement programs.
15% (3) Coordinates and schedules meetings with stakeholders and public agencies on specific projects; prepares agendas and summarizes discussions; prepares and conducts public presentations, communications and notifications related to grant programs; responds to inquiries to support relevant projects, programs, and initiatives; participates in and/or attends community, advisory boards, commissions, and Council meetings.
10% (4) Assists with the administration of the Preble County Land Reutilization Corporation; maintains compliance documents, Board information, and other information pertaining to the legal requirements of the Land Reutilization Corporation; promotes the organization to local stakeholders and educates the public about functions and abilities of the Land Reutilization Corporation; serves as a liaison between both local communities and other sub-recipients.
10% (5) Assists in preparing and conducting public presentations related to HUD programs and prepares annual HUD grant requests, Consolidated Plans, Assessment of Fair Housing reports and any other documents required by HUD.
10% (6) Assists in setting short and long-range goals for the department relating to financial and informational data processing needs and technology; performs general administrative duties such as scheduling, record and file maintenance, and committee work including meeting notice, agendas, minutes, and coordinate budget and financial planning activities; responds to inquiries from the public, visitors, funding agencies, vendors, contractors, employees, department heads, County officials, and special interest groups.
(7) Maintains required licensures and certification, if any; continues proficiency in subject areas through professional continuing education.
(8) Meets all job safety requirements and all applicable safety standards that pertain to essential functions.
(9) Demonstrates regular and predictable attendance.
